• Abu Dhabi Customs Sponsors A Workshop By ROCB On Optimum Methods For Human Resources Management In The Field Of Customs

    Under the sponsorship of the Department of Finance- General Administration of Abu Dhabi Customs, the Regional Office for Capacity Building (ROCB) in North Africa and the Near and Middle East, recently organised a workshop in cooperation with the Customs Training Institute in Riyadh which was entitled “Development of Human Resources Management in Custom Work”.

    The goal behind this workshop, held in the training and capacity building headquarter, was to highlight the mechanisms and methodologies of formulating strategic plans for the management of human resources. During the workshop, which was held for four consecutive days, various topics were covered including the best practices adopted for the development of the human resources as well as the standards required by the World Customs Organization.

    Hussein bin Saeed AL Qahtani and Fahid Bin Ayed Al Shammari, lecturers from the Saudi Customs, gave presentations during the workshop. Participants included 24 employees from the ROCB in North Africa and the Near and Middle East region such as Dubai Customs, Fujairah Customs, Bahrain Customs and Kuwait Customs.

    Hamida Suleiman Al Jabri, Head of the ROCB in North Africa and the Near and Middle East, delivered the opening speech of the workshop on behalf of HE Saeed Ahmed Al Muhairi, General Manager of Abu Dhabi Customs: “This workshop was designed to familiarise the participants with the best practices and global standards adopted in the field of human resources management as well as to highlight the leading and outstanding role that the administration offers in improving the performance of Customs work in line with the Columbus and Pickard programmes and as per the accreditation standards of the World Customs Organization.”

    The workshop commenced with a presentation on human resources management strategies and principles by Dr Fahad AlShammari, where he discussed the role of efficient management in supporting Abu Dhabi Custom’s strategy according the standards of the World Customs Organisation. Dr AlShammari also offered an explanation on the legislative framework and functions governing customs work. He pointed out that the development of human resources management is one of the most important and basic steps to modernise operations in addition to the criteria adopted by the Columbus programme issued by the Regional Office for Capacity Building (ROCB), which follows international trade standards.

    Al Shammari also highlighted the foundations and methodologies used for assessment in human resources, as well as the procedures and principles observed. He emphasised the importance of career planning and the measurement of annual performance which includes the goals achieved by individuals and the organisation. He also defined the mechanisms of turnovers and career withdrawals, incentives and privileges systems, the characteristics and standards of a transformational leader, and the concept of communication in the modernisation and development processes. In addition, he mentioned the basics of change and development management including adjusting customs policies and methods of customs work.

    Hussein Al Qahtani spoke of the development of jobs and tools in managing human resources in customs work to ensure compatibility between the individuals and their jobs according to the Columbus software. The software analyses, designs and describes jobs and plans human resources. It is also concerned with attracting, selecting and appointing the right employees in addition to monitoring the welfare of staff in areas of occupational safety and health as well as developing customs training packages.

    Moreover, Al Qahtani explained the implications of technology on human resources management, and its impact s on the human element in customs work. He also mentioned a number of topics dealing with integrity and transparency in the management of human resources, and clarified the relationship between professional merit and individual functional skill in achieving the customs administration’s objectives.

    At the end of the course, certificates were distributed to all participants who have taken a role in effective communication between customs administrations with the aim of exchanging expertise and critical applications in the field of customs work, which is considered an important pillar for a prosperous and advanced national economy.

    Al Jabri expressed her appreciation to the General Manager Administration of Customs in Abu Dhabi, headed by HE Saeed Ahmed Al Muhairi, for hosting this workshop that reflects the management’s keenness to consolidate communication with various stakeholders and customs departments at both internal and external levels.
