• Dubai Land Department launches Developer Self Registration system

    The Dubai Land Department (LD) sets new milestone in terms of transactions completion time, as it firmly belief in the importance of the customer’s time. The new leap is achieved with the implementation of a new system called “Developer Self Registration”.

    “The new service was launched by LD during GITEX TECHNOLOGY WEEK 2012. The developer self registration is an electronic system for real estate registration that allows real estate developers to apply for the registration of some procedures and transactions such as sale and mortgage on properties developed by the same developer. Then these applications are transferred to Dubai Land Department (LD) for verification and issuance of title deeds”, said LD’s Director General Sultan Butti bin Mejren.

    The system was designed to save effort and reduces the waiting time for clients in order to enhance customer service in accordance with the best standards as LD seeks excellence in all the services it provides to customers who are the most important element for the department.

    According to bin Mejren, the previous transactions were delivered in hand to LD, then data will be entered in the Tabu (Land Registry system), this process normally takes approximately 20 minutes but the self-registration system reduces this time to 5 minutes only.

    He noted that this system was developed by LD’s employees in order to enhance the service provided to LD’s customers by authorizing developers to manage applications to register certain transactions and complete procedures in a way that fits their work priorities. This will certainly reduce the waiting time for developers, especially in the case of registering a large number of transactions and procedures at once. Moreover, the new service will reduce the burden on the LD’s employees, thus increasing the speed of completing transactions and processing applications.

    The LD has trained a group of developers on how to use the system, adding that the developer can process and register certain procedures through the system such as sale, resale, sale associated with mortgage, registering deferred sales, deferred sale associated with mortgage, lease to own contract and usufruct right, said the Director General.

    On how the new system work, bin Mejren said “Developer can log into the system to enter the information related to the application and send it directly through the system to the Land Department and attach the required documents along with the application. LD’s customer service employee will check these documents to ensure they are complete before processing them for verification and approval. The employee will then transfer the application and required documents to the real estate registration section to verify them as per the rules followed in the LD and to issue the approved certificate, contracts or new title deeds. The system is supported with notification feature to keep the developer updated on the status of the application at all stages. This process will enhance transparency in dealings between developers and customers.

    The system is an external interface for the LD main system that enables developers to search for properties they own in the same official database used by LD’s employees. This system helps real estate developers to apply for the registration of certain procedures on their own properties exclusively either these properties are buildings, villas or land plots.
