Mohammed Launches Worlds Most Advanced Government Performance Management System
Vice President and Prime Minister of the UAE and Ruler of Dubai His Highness Sheikh Mohammed bin Rashid Al Maktoum launched a new advanced version of the Federal Government Performance Management System ‘Adaa 2.0’ which provides an effective mechanism to manage institutional performance and monitor the execution of strategic and operational plans across federal government entities in line with UAE Vision 2021.
Sheikh Mohammed launched the new system in presence of Dubai Crown Prince H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Dubai Deputy Ruler H.H. Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, and Minister of Cabinet Affairs Mohammed Abdullah Al Gergawi.Sheikh Mohammed said the new system underscores the government determination to consistent development of systems, mechanisms and methodologies of work based on new concept in provision of government services in a way that realises the UAE’s future aspirations and its quest for leadership in various fields.He stressed that efforts to improve government performance through innovative delivery of integrated government services that match, if not better than, those in other countries require strict methods for measurement and a mechanism that helps the government to take actual measures that the citizen feels in his capacity as the final assessor of performance of government entities.
Sheikh Mohammed noted that the comprehensive system for monitoring government performance comes in harmony with the rapid growth the UAE is experiencing in all walks of life and meets requirements of the future smart government which deliver round the clock services to citizens.’’The new system was not launched to tighten control, rather it aims to improve and develop performance continuously.It is a qualitative leap in future of government services to ensure customer satisfaction and improve living standards of both Emiratis and expatriate residents,’’ the Vice President added, stressing the importance of regular and systematic measuring performance so that we can accurately identity our strategic approaches and priorities.
The new system , a product of national team, will enable us to take urgent measures regarding any strategic government services we plan to improve.’’He noted that the UAE’s top ranking globally in government efficiency according to global competitiveness reports issued by most prestigious international organisations has come from vacuum, rather it was a culmination of tireless work for five years on action, strategic planning and assessment of performance against the international best benchmarking. ’’Maintaining this advanced world ranking needs systems that have special features to monitor performance, accelerate government decision-making process and enable the leaders to issue urgent instructions on any strategic goal, initiative or project, or a top-priority service’’ he said.
Sheikh Mohammed added that 20% of government services have an 80% impact on citizens and these services will receive my personal follow up because we are in the government striving to promote the culture of better performance, develop planning skills and mainly concentrate on outcome that helps us understand our reality and identify the steps and phases we should take to reach at our national goals and achieve the UAE Vision 2021.Sheikh Mohammed instructed officials and work teams to maintain positive energy, and perseverance to realise excellent results.Nearly 200 instructors were trained to promote the culture of performance management system.The system monitors the quality 2000 government services, of which 200 are classified as strategic top priority.It also follows up implementation of government projects, initiatives and programmes.
