MOI Launches the E-Training Program to Qualify Professional Trainers
The Ministry of Interior recently launched the e-training program, in cooperation with the United Nations Office on Drugs and Crime (UNODC) in the Gulf Cooperation Council (GCC) countries, which is designed for training a number of national experts in various sectors.
This step reflects the UAE government’s vision and the Ministry of Interior’s strategy to achieve sustainable development and ensure a smooth transition to e-government.
H.E. Major General KhalifaHareb Al Khaili, Acting Assistant Undersecretary of the Ministry of the Interior for Naturalization, Residency and Ports Affairs, said: “Based on the police leadership’s directives to upgrade the level of professional work and scientific research in the area of naturalization, residency and ports work at both the national and regional levels, the Emirates Institute of Naturalization and Residency has adopted an integrated e-project to make good use of the up to 165 training programs adopted and implemented by the United Nations and to design national e-programs.†He explained that the inaugural phase of the project included preparing the main e-training center at the Emirates Institute of Naturalization and Residency, as well as forming a team of national professional trainers accredited by the United Nations as experts in e-training.
Moreover, H.E. Major General Al Khaili expressed his thanks to the United Nations’ representatives; praising their valuable cooperation, efficient partnership, and their keenness to provide the necessary resources to bring success to this project, including experts, auxiliary equipment, continuous and direct communication with a view to achieve the best levels.
For his part, Dr. Hatem Ali, Regional Director of the United Nations Office on Drugs and Crime (UNODC) in the Gulf Cooperation Council (GCC) countries said: “Through the existing partnership between UNODC and the UAE, represented by the Ministry of Interior, we signed a work and partnership agreement with the Emirates Institute of Naturalization and Residency in order to provide law enforcement officers in the UAE with the United Nations’ advanced training methodology. This can be achieved through e-training, remote training, and assisting the institute in establishing an advanced e-training section that will be in charge of a number of national officers that are enrolled in the UN ‘Training of Trainers’ program, in addition to employing national experts to manage this specialized section, which aims as part of its second phase, to establish e-training centers affiliated to the institute across the UAE. This section will also develop its e-programs in Arabic, according to priorities and national characteristics.
Dr. Hatem Ali also added that the United Nations’ Office has dispatched one of its specialized experts, in line with the MoU, to assist the institute in taking the previous measures during the next phase. He explained that that the main goal of this valuable partnership with the Emirates Institute is not only to help implement this advanced methodology or train national experts. During the second phase, both parties will cooperate in order to position the institute as a regional institute specialized in implementing the UN methodology for e-training; and this is considered a first-of-its-kind achievement in the Gulf region.
The United Nations’ expert expressed his thanks to the Ministry of Interior, praising its efforts to develop its national crime fighting scheme. He also expressed gratitude to the naturalization, residency and ports affairs sector and the Emirates Institute for their sincere desire to comply with the United Nations’ international standards, as well as their ambitious future vision, which aims to spread this methodology at both national and regional levels.
Furthermore, Major Mohammed Saeed Al Ameri, Director of the Emirates Institute of Naturalization and Residency, indicated that keeping pace with the development and modernization trend taking place in all aspects of life is an absolute necessity and not a luxury. “The wave of accelerating change around us requires effective and distinguished strategies. The United Nations’ methodology for e-training has several benefits, notably saving time, effort and money, as well as rapid access and ease to access back to information. It also helps the institute to deliver its training programs for trainees from their preferred locations; and provides a detailed database about them. This, in turn, would help in shaping the training process policy and managing it efficiently,†he said.
Adding further, Major Mohammed Saeed Al Ameri noted that the institute selects 30 officers from various sectors of the Naturalization, Residency and Ports Affairs, to enroll in the training program. “The top 10 trainees will be shortlisted based on the evaluation results, to ensure the project’s quality. Moreover, the 10 selected trainees will in turn, be entrusted with the task of providing e-training across various emirates of the country,†he added. He also pointed out that the program kicked off the courses with the international expert by the end of April and will last for 18 months.
For his part, Mustafa Artan, Law Enforcement Training Programs Developer at the United Nations Office on Drugs and Crime (UNODC) in the Gulf Cooperation Council (GCC) countries, indicated that the technological developments are currently accelerating and the office keeps pace with this development.
He said: â€The UAE is the first country in the region to keep pace with this development, and its leading role is reflected in its use of the UN methodology. This agreement truly reflects the sincere desire among UAE nationals to keep pace with this development. Investing in human resources in law enforcement agencies is the approach adopted by the United Nations, whereastraining includes the use of the ICT infrastructure and its integration with the visual multimedia to make sure it becomes more interactive.â€
Mustafa Artan also said: “Within the framework of this agreement, the United Nations provides advanced e-training and supports the development of the training institute’s basic policies and strategies. The next generations will reap the fruits of this development.â€
In conclusion, he expressed his delight with this participation; praising the high level of interaction and attention with the project, even though training during the past two weeks was significantly extensive. He also expressed his hopes for a continued distinguished cooperation in the future.
